A guy named Steve Payne did them.
He uses old, authentic portraits and modify them to look like celebrities, si I'm guessing the signature you see there is from the original painting. If you look closely you can see it's dated 1821 or something similiar.

Alan Rickman's, Bill Murray and Ian McKellan look, to me, like they could've been actual figures (more or less) of the time period depicted in those. Again, I likey.
